The Lagoon Crossing is often described as the holy grail of kitesurfing in Cocos.

With the allure of crystal-clear reef flats contrasting with deep-blue holes, a bit of adventure, and, of course, bragging rights, the Cocos lagoon crossing is not for the faint-hearted. For many riders, kiting across the lagoon to Direction Island is a bucket-list moment.

Of course, the reality can sometimes be a little different. Long distances, deep water, changing winds, and a newfound healthy respect for the vast space of the lagoon are all part of the adventure.

Not that we would ever discourage anyone from ticking this one off the list.

Recently, however, new safety regulations have been introduced, and we want to make sure everyone planning a trip to Cocos understands what they mean.

Why the Rules Have Changed

The WA Department of Transport recently reclassified the Cocos Lagoon as “Unprotected Waters.”

Under this classification, anyone operating more than 400 metres from shore must carry specific safety equipment.

For kiters attempting the Lagoon Crossing, this means you are now required to carry certain safety items while riding.

The regulations require:

  • A Lifejacket Level 50S or higher
  • A GPS-enabled Personal Locator Beacon (PLB) or EPIRB
  • Handheld flare

An Electronic Visual Distress Signal (EVDS) may be carried instead of flares if you also carry a GPS-enabled beacon.

What Does This Mean For You?

2025 marked the first time we weren’t able to offer the Lagoon Crossing as part of the Zephyr tour experience.

The good news? If you’re joining us in Cocos on a Zephyr tour, we’ve been preparing well in advance.

Zephyr has:

  • Invested in safety equipment for our staff
  • Purchased and shipped a large quantity of flares to the island

This means we’re gearing up to once again run the Lagoon Crossing as part of our Cocos kite tours.

If you’re travelling to Cocos as an independent kiter and plan to attempt the crossing, you’ll need to organise your own safety equipment.

As flares are not permitted on flights to Cocos, an Electronic Visual Distress Signal (EVDS) will be required as an alternative. We also recommend notifying the Cocos Police of your plans before attempting the crossing, so they can be aware and respond quickly if needed.

What Will Zephyr Kitesurfing Guests be Required to Bring

If you would like to participate in the Cocos Lagoon Crossing during your tour, you will need to supply:

  • An approved Life Jacket (Level 50S or higher)
  • A GPS-enabled Personal Locator Beacon (PLB)

Zephyr will provide a flare for riders to carry during the crossing.

Choosing the Right Life Jacket for Kitesurfing

One of the practical challenges of these new safety requirements is how to carry the equipment while riding. The handflare is approximately 20 cm long, so you’ll need a PFD that allows secure storage alongside your PLB.

Some life jackets designed for kite and wing sports include suitable pockets and are often marketed as “downwinder vests.”

Brands that produce suitable options include:

  • Duotone
  • Mystic
  • Dakine

Alternatively, some paddlecraft-style PFDs may also work well, including:

There are many PFDs available, but relatively few are designed specifically for kitesurfing with storage pockets.

Do You Need This Equipment for a Cocos Kite Trip?

No.

And this is important to understand.

You do not need this equipment to have an incredible kitesurfing experience in Cocos.

Without it, you’ll still be able to:

  • Ride daily from Kite Beach
  • Join our famous downwinders to The Sweet Spot
  • Explore the beautiful flats of Long Beach

Safety equipment is required only if you plan to attempt the Lagoon Crossing.

If you’d still like to visit Direction Island, you can easily get there via the local ferry service.

Marine safety regulations can change over time, so we always recommend checking the WA Department of Transport website for the latest information and guidance.

In particular, you should confirm that any GPS-enabled PLB you purchase is approved for use.

Despite the extra safety gear, the Cocos Lagoon Crossing remains one of the most unique kitesurfing adventures on the planet.

A long reach across crystal-clear water, tiny reef islands appearing on the horizon, and the satisfaction of reaching Direction Island under your own power.

The gear may have changed slightly — but the adventure is exactly the same.
